Unfortunately, when these sort of tragedies occur, there is usually only one thing that the civilized world can do to stop it, and that is to intervene militarily. Of course, the civilized world is very reluctant to do that, and so we get a slew of press releases, etc, but not the type of action that will make a difference.
And the "international community" remains passive.
