I'd say "appeasement-minded" and "based on polls rather than principles" describes most politicians. Also note that Baltar is pretty lazy and doesn't work a lot (like our current President, not that I'm complaining; I wish all politicians would spend more time clearing brush and less time, well, being politicians).
Also keep in mind Roslin was pro-abortion until Baltar pointed out the human race is on its way to extinction. No doubt things would be different if she lived in a country of 300 million.
